Regional coalitions of state governments take action on climate change emissions
This is clearly the season for states acting together in coalitions on both sides of the country to address climate change emission. Last week the Western Climate Initiative, a coalition of northwestern states in the US and Canada, announced its proposal to achieve a 15 percent cut in greenhouse gas emissions by 2020. The New York Times described the blueprint as "the most far-reaching effort in North America to curb emissions linked to climate change." On the other side of the country, the Regional Greenhouse Gas Initiative, a coalition of 10 Northeastern states, reported the results of the nation's first auction of global warming permits
