Major Groups
Civil society has received increasing access to UN events
and conferences over the past ten years. At Rio in 1992, nearly
all participants in UNCED were government and UN officials;
a parallel conference event was held nearby for citizens and
activists.
Part of the Agenda 21 legacy is the identification of nine
"major groups", sectors of society who are key stakeholders
in any attempt to implement sustainable development. As a
result, CSD provided a venue for members of these major groups
to actively participate and engage in the official process,
and several other UN offices have adopted similar policies,
including UNEP, FAO, UNIDO, UNESDO, and others.
